Authorizes Virginia localities to adopt ordinances providing full or partial reimbursement of water and sewer connection fees, capital recovery charges, and availability fees to first-time homebuyers of new residential developments

Allows localities to establish eligibility criteria for reimbursement programs, including maximum sales price thresholds, income limitations, and other requirements determined by the governing body

Permits localities with affordable dwelling unit ordinances (under § 15.2-2304, 15.2-2305, or 15.2-2305.1) to waive water and sewer connection fees, capital recovery charges, and availability fees for developments subject to those ordinances

Requires any locality adopting or amending an ordinance under this act to report such action to the Department of Housing and Community Development
