Requires motor vehicle safety inspections to be performed by certified safety inspectors rather than "skilled and competent mechanics" as previously stated in Virginia law

Eliminates the previous requirement that inspectors have at least one year of practical experience as an automotive mechanic or complete an approved training program, replacing it with certification by the Superintendent of State Police

Removes the Superintendent's discretionary authority to waive experience and training requirements for motorcycle and trailer inspections

Maintains existing requirements for inspection stations including adequate mechanical equipment, proper testing capabilities for brakes, headlights, and steering, and $500,000 garage liability insurance

Amends § 46.2-1166 of the Code of Virginia regarding minimum standards for official inspection station designation
