Authorizes localities and water authorities to enter private property exteriors to inspect water service lines for lead content, as required by the EPA's Lead and Copper Rule for system-side and customer-side material classifications

Requires inspections to be conducted in the right-of-way or as close to it as practical, with records maintained of all inspections including date, time, and results

Mandates at least 14 days advance notice to customers before inspection via mail, email, text message, phone call, or door hanger

Requires localities and authorities to inform customers of inspection results

Contains a sunset provision causing the act to expire on July 1, 2028
