Authorizes electric utility distributors to delay providing service to customers when necessary to maintain grid reliability, avoid exceeding generation or transmission capacity, or ensure compliance with load interconnection policies from state or federal regulators

Amends Virginia Code § 56-234, which establishes the duty of public utilities to furnish adequate service at reasonable rates

Provisions must be interpreted consistently with Section 205 of the Federal Power Act and FERC Order No. 888 regarding open access transmission

Bill shall not contradict findings from State Corporation Commission Case No. PUR 2026-00011

Effective date is July 1, 2027
