Amends Virginia Code § 22.1-79 to change the timing of school board employee grievance procedures from "regarding" to "before" dismissal or other disciplinary actions

Applies to school board employees who have completed a probationary period of up to 18 months, excluding division superintendents and certain employees covered under other statutory provisions

Requires grievance procedures to provide a timely and fair method for resolving disputes between school boards and employees prior to disciplinary actions taking effect

Excludes suspensions from the grievance procedure requirements and must be consistent with the Board of Education's procedures for adjusting grievances
