Requires all prisoner reentry plans to include completion of a high school equivalency test (GED) or a vocational, technical, or trade certification

Expands annual earned sentence credit classification reviews to include measurable educational progress such as test scores, GED completion, and vocational certifications

Maintains the existing four-level earned sentence credit system, with Level I inmates earning 15 days credit per 30 days served and Level IV inmates earning no credits

Applies to state correctional facilities through amendments to Virginia Code sections 53.1-32.2 (reentry planning) and 53.1-202.3 (earned sentence credits)
