Requires the Board of Education to amend regulations (8VAC20-23-630) governing qualifications for division superintendent candidates

Mandates that all candidates under any of the four eligibility options must attest to good character and demonstrated ability as an educational administrator

Revises Option IV requirements to include: a master's degree, minimum three years in senior leadership (such as CEO or senior military officer), and five years of educational experience including two years of preK-12 teaching and two years in administration

Limits Option IV eligibility to candidates recommended by a school board governing a division with fewer than 2,000 enrolled students

Grandfathers existing division superintendents employed under the prior Option IV requirements who maintain continuous employment
