Local school boards must submit annual division superintendent performance evaluations to the Virginia Department of Education by September 30 of the following school year for consistency review with state performance objectives.

Division superintendent evaluations must include a self-evaluation component describing specific ways the superintendent supports student achievement and their goals and plans for improving student achievement.

Evaluations must remain consistent with the Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers, Principals, and Superintendents, including student academic progress as a significant component.

The bill amends Virginia Code §§ 22.1-60.1 and 22.1-253.13:5, with provisions effective both currently and as of July 1, 2026.
