Clarifies the definition of "readily accessible" for septic system inspections to include "openable" components and excludes removal of surface material exceeding 30 inches in depth to uncover tanks, distribution devices, or inspection ports

Requires written inspection reports to be submitted within 10 business days from the start of the inspection, unless otherwise agreed to in writing by the parties

Mandates that inspection reports must now indicate whether the septic system is operating as intended, in addition to documenting adverse conditions

Removes the requirement for inspectors to report advertised bedroom count from multiple listing services or property owner statements when determining system capacity

Amends §§ 59.1-310.7 and 59.1-310.9 of the Code of Virginia governing authorized septic system inspector qualifications and inspection requirements for real estate transactions
