Establishes new regional transportation funds for Northern Virginia Transportation District and Potomac and Rappahannock Transportation Commission, with revenues from vehicle registration fees, sales taxes, and other dedicated sources deposited into state treasury accounts for public transportation purposes

Allocates $136 million in fiscal year 2028 to the WMATA Capital Fund, increasing by 3% annually thereafter, plus $9.1 million to the Commuter Rail Operating and Capital Fund from Northern Virginia revenues

Modifies Commonwealth Mass Transit Fund allocations to increase WMATA's share to 49% (from 46.5%) and operating support to 27% (from 24.5%), while reducing capital allocation to 15% (from 17%) and Transit Ridership Incentive Program to 3.9% (from 6%)

Requires WMATA Board of Directors to adopt a unit cost growth measurement policy for Metrorail and Metrobus by fiscal year 2028, with 35% of state funding withheld if unit costs grow more than 3% annually

Authorizes up to 15% of highway construction district grant funds to be allocated for transit capital and operating support for transit agencies within each district
