Requires the Tax Commissioner to develop and offer a free electronic tax return filing program directly to Virginia individual taxpayers at no cost, available for taxable years beginning January 1, 2028

Directs the Tax Commissioner to consider compatibility with the IRS Direct File Program's publicly available source code from the 2025 tax filing season when implementing the new system

Mandates that eligibility criteria for the Virginia program be less restrictive than the IRS Direct File Program's eligibility requirements

Repeals Chapter 535 of the Acts of Assembly of 2010 (which established the Virginia Free File program based on the IRS Free File program)

Removes language that previously prohibited the Department of Taxation from competing with the Virginia Free File program's provision of online interactive tax software and filing services
