Expands the definition of "special event" to include events where a nonprofit corporation or association serves as the concession operator entitled to net proceeds from alcoholic beverage sales, in addition to events sponsored or co-sponsored by nonprofits

Authorizes mixed beverage caterer's licenses for cultural or sporting events sponsored by localities, destination marketing organizations, or regional attractions marketing agencies, expanding beyond the current limitation to private gatherings and special events

Amends Virginia Code §§ 4.1-100 and 4.1-206.3 relating to alcoholic beverage control definitions and retail license requirements
