Requires the Virginia Department of Education to develop and publish guidance for safe, ethical, and equitable use of artificial intelligence systems in K-12 public school instruction, addressing student data privacy, teacher training, bias prevention, and alignment with Standards of Learning

Mandates that school boards establish and enforce policies consistent with the Department's AI guidance, including requirements for division-managed AI platforms with administrative oversight and audit logging

Prohibits the use of student or division-level data to train external AI models and requires data privacy agreements with school divisions

Establishes the AIS Innovation in Education Pilot Program to fund and evaluate AI applications for instruction, tutoring, and teacher support, prioritizing high-poverty, rural, and under-resourced school divisions

Requires annual reporting to the General Assembly by December 1 on pilot program outcomes, including effectiveness, safety, equity impacts, and recommendations for expanding or regulating AI in schools; the pilot program expires July 1, 2030
