Directs the Board of Housing and Community Development to convene a stakeholder advisory group to evaluate changes to the Uniform Statewide Building Code regarding temperature regulation in apartment buildings

Would require owners and operators of Group R-2 apartment buildings to provide cooling from May 1 to October 15 to maintain temperatures no higher than 77 degrees Fahrenheit in habitable rooms

Would require heating from October 15 to May 1 to maintain temperatures of at least 68 degrees Fahrenheit in habitable rooms

Advisory group must include representatives from tenant advocacy groups, landlords, residential real estate, public health professionals, and other stakeholders

Findings and recommendations must be submitted to the Board and Chairs of the House Committee on General Laws and Senate Committee on General Laws and Technology by November 1, 2026
