Authorizes electric cooperatives to enter agreements with members having at least 20 megawatts of electric demand to construct substations requiring interconnection with transmission lines of 230 kilovolts or more

Requires the member to pay all construction costs, with the substation built to cooperative specifications and dedicated solely to serving the member's facilities

Mandates transfer of substation ownership to the cooperative upon completion, either by donation or mutually agreed consideration, with the cooperative then operating and maintaining it at the member's expense

Prohibits costs associated with these substations from being included in general rates or recovered from any ratepayer other than the member who entered the agreement

Establishes a dispute resolution process through the State Corporation Commission, including the ability for members to petition the Commission if a cooperative fails to negotiate or propose a draft agreement within 120 days
