Establishes the Virginia-Ireland Advisory Board in the legislative branch to advise the Governor and General Assembly on improving economic and cultural ties between Virginia and Ireland, focusing on commerce, trade, art, education, and general government

Board consists of 10 members: 3 House of Delegates members appointed by the Speaker, 2 Senate members appointed by the Senate Rules Committee, and 5 nonlegislative citizens appointed by the Governor

Governor-appointed citizen members must include a public university representative, a Virginia Chamber of Commerce representative, and two Irish American community representatives from different political parties

Legislative members serve terms concurrent with their office; nonlegislative members serve two-year terms with a maximum of four consecutive terms

Board must submit annual reports and executive summaries to the Governor and General Assembly, and may accept gifts, grants, or donations to carry out its purposes
