Requires the Section to receive, review, and attempt to resolve complaints from residential customers regarding public utilities

Mandates assistance to residential customers in understanding their rights under utility agreements and helping those facing service cessation due to utility dissolution

Directs the Section to maintain data on inquiries received, types of assistance requested, actions taken, and case dispositions

Requires all state agencies to assist and cooperate with the Section in performing its ombudsman duties upon request
