Directs the Department of Human Resource Management to study the number of annual trainings required of state employees and public school teachers in collaboration with the Department of Education and Board of Education

Requires the review to determine whether certain trainings mandated by the Code of Virginia, agency regulations/policies, or local school boards could be reduced in frequency while maintaining effectiveness

Mandates all Commonwealth agencies and local school boards to provide assistance to the Department upon request

Requires a report with findings and recommendations to be submitted to the General Assembly by January 1, 2027
