Removes references to livery stables, horses, and other animals from the existing lien statute (§ 43-32) that covers hangars, marinas, boats, and aircraft

Creates a new section (§ 43-32.1) establishing possessory liens for persons who board, pasture, or keep horses, cattle, or other animals for reasonable charges related to care, feeding, and maintenance

Limits the lienholder's retention of the animal to 30 days unless charges are paid in full, the parties agree in writing to an extension, or a court orders otherwise

Allows animal owners to dispute liens by filing a petition in general district court, which must hold a hearing within 10 business days to determine validity, reasonableness of charges, and appropriateness of continued retention

Requires lienholders to deliver written notice by certified mail to the animal owner within 10 days of the lien's effective date, identifying the animal, amount due, and summary of services rendered
