Prohibits the manufacture, sale, or delivery of cosmetic products in Virginia containing 12 categories of intentionally added toxic ingredients, including dibutyl phthalate, formaldehyde, mercury, certain parabens, phenylenediamines, and specific PFAS compounds.

Adds violations of the new toxin-free cosmetics provisions to the Virginia Consumer Protection Act's list of prohibited practices, making such violations enforceable under consumer protection law.

Expands the existing Humane Cosmetics Act (Chapter 52 of Title 59.1) by adding a new "Article 2" specifically addressing toxin-free cosmetics requirements alongside the existing animal testing prohibitions.

Defines "ingredient" to exclude incidental ingredients as described in federal regulations (21 C.F.R. § 701.3(l)), meaning trace or unintentional substances are not subject to the prohibition.

Maintains existing civil penalty structure of $5,000 initial penalty plus $1,000 per day for continuing violations, with proceeds deposited into the Literary Fund.
