Applicants ages 18-20 must complete an approved driver's education course AND hold a learner's permit for at least 90 days before obtaining a driver's license

Applicants 21 and older may either complete driver's education OR hold a learner's permit for 60 days (current law standard)

A learner's permit combined with proof of completed driver's education serves as a temporary license for drivers ages 18-20, allowing them to drive unaccompanied while awaiting their permanent license

Requirements apply only to first-time license applicants who have never held a license in Virginia, another state, U.S. territory, or foreign country
