Requires Phase I and Phase II electric utilities to file transportation electrification plans by February 1, 2028, and every three years thereafter, covering EV charging infrastructure deployment, rate designs, and programs for rural and historically economically disadvantaged communities

Allows utilities to file tariffs for utility-owned electrical distribution infrastructure supporting EV charging stations, with costs recoverable through generation and distribution rates rather than separate rate adjustment clauses

Prohibits utilities from owning and operating public-facing fast-charging stations (50+ kilowatts DC) within a radial distance of privately owned stations, with the State Corporation Commission required to determine that distance by December 31, 2027

Mandates the Commission review the radial distance rule by December 31, 2029, to assess effectiveness in promoting EV infrastructure adequacy and small business competition, including petroleum distributors and convenience stores

Section 56-581.3 restricting utility ownership of fast-charging stations expires July 1, 2031
