Authorizes the Virginia Department of Motor Vehicles to release personal information (name, address, phone number, email) of special license plate holders bearing a Virginia college or university's seal to that institution, but only with the plate holder's written consent

Limits data use to surveys, marketing, and solicitations related to the institution, with consent required at initial issuance, reissuance, and renewal of the specialty plates

Caps the per-record data fee at $1.25 for qualifying institutions that enter into agreements with the DMV, with provisions to avoid duplicate data transfers

Allows DMV to charge a one-time $10,000 processing fee per participating institution to cover implementation costs

Takes effect January 1, 2027, and applies only to accredited institutions of higher education with a main campus in Virginia that have existing DMV plate agreements
