Requires the Virginia Department of Education to provide each local school board with a link to or copy of the Board of Education's Regulations Governing the Use of Seclusion and Restraint in Public Elementary and Secondary Schools (8VAC20-750)

Directs the Department to encourage local school boards to fully comply with seclusion and restraint regulations

Mandates the Department submit a report to the House Committee on Education and Senate Committee on Education and Health by October 1, 2026

Report must include a detailed summary of the Department's current processes and procedures for enforcing seclusion and restraint regulations

Report must contain a compilation and analysis of data on how regulations are being implemented and utilized by public schools in each school division
