Amends Virginia Code § 16.1-278.9 to change mandatory license denial for truant children aged 13 and older to discretionary, replacing "shall" with "may" for courts ordering driving privilege suspensions

Applies to children who fail to comply with school attendance and meeting requirements under § 22.1-258, giving judges flexibility rather than requiring automatic license denial

Maintains the minimum 30-day license denial period when courts choose to impose the penalty, with longer suspensions possible for repeat offenses (up to one year or until age 18)

Preserves mandatory license denial requirements for other juvenile offenses including DUI, drug violations, firearm offenses, and refusal to take breath/blood tests

Updates the license surrender requirement in subsection B to apply only when a court has actually ordered denial of driving privileges
