Authorizes Virginia localities to require solar canopies over up to 50% of qualified parking areas as a condition of land development approval

Defines "qualified parking area" as new or expanded surface parking lots with 100 or more contiguous spaces serving nonresidential buildings

Requires any local ordinance to apply equally to public and private parking, including government-owned facilities, and exempts mixed-use developments that are 50% or more residential

Eliminates landscaping and tree canopy requirements for areas covered by solar canopies, and prohibits counting canopies as additional impervious surface for stormwater purposes

Allows deviations from requirements when solar generation would be less than 75% of expected output due to shading or other obstructions, with effective date of July 1, 2027
