Amends Virginia Public Procurement Act § 2.2-4303 to allow small businesses to bypass competitive sealed bidding requirements even when contract values exceed normal thresholds

Small businesses qualifying for the exemption must certify they have fewer than 25 employees and annual gross receipts not exceeding $3 million

Restructures existing small purchase thresholds: goods and services up to $200,000, non-transportation construction up to $300,000, and transportation-related construction up to $25,000

Requires small purchase procedures to provide for competition wherever practicable while creating this new pathway for qualifying small suppliers
