Extends the time limit for filing Medicaid eligibility determination appeals from the current period to 90 days from issuance of the notice of action or adverse determination

Requires the Department of Medical Assistance Services to consider mailing delays as good cause for late filing of appeals

Authorizes the Department to implement these changes prior to completing the regulatory process and to amend the state plan as necessary

Directs the Department of Medical Assistance Services and Department of Social Services to review notice practices to ensure applicants and recipients are informed about available verification assistance and how to contact appropriate staff when receiving information after due dates

Does not affect provider appeals or timeframes to appeal actions by Medicaid managed care organizations
