Directs the Hampton Roads Planning District Commission (HRPDC) to develop the Hampton Roads Infrastructure Coordination and Readiness Framework for Planning District 23

Coordinates multimodal transportation infrastructure (roads, bridges, tunnels), public transit systems (Hampton Roads Transit, Williamsburg Area Transit Authority, Suffolk Transit), and resiliency infrastructure

Establishes shared evaluation criteria for project readiness, including affordability impacts on residents, fiscal capacity, federal resource leverage opportunities, and equity and access considerations

Requires alignment with state agencies (VDOT, DRPT, Department of Emergency Management, Department of Conservation and Recreation) and relevant federal agencies including the U.S. Army Corps of Engineers

Progress report due to legislative committees by December 1, 2026, with final report due December 1, 2027
