Expands the Virginia Health Care Fund to include additional funding sources such as general appropriations, gifts, grants, donations, and interest earned for health care services to populations protected by the Virginia Human Rights Act

Authorizes grants to health care entities serving protected populations or those that have lost public funding from local, state, or federal actions

Funds training programs for medical residents, nurse practitioners, physician assistants, psychologists, counselors, nurses, and social workers to improve culturally competent care for protected populations

Supports community health centers, rural provider networks, and mobile/innovative clinics to expand health care access for protected populations

Prohibits grant funding for conversion therapy and requires all grantees to follow nondiscriminatory practices and evidence-based medical standards; grants administered by a board representative of protected populations appointed by the Commissioner
