Grants Phase II and III inmates additional privileges including wearing personal clothing during visits and engaging in enhanced physical affection, with Phase III inmates also receiving holiday family meals with visitor-provided food and outdoor visitation access where possible

Requires visitors be permitted at least two hours before any visit termination due to capacity issues, with a structured process requiring voluntary departures before staff-initiated terminations starting with earliest-arrived visitors
