Creates a centralized hub for consumer protection related to emerging tech, interagency communication on public sector technology applications, and intake/referral of technology-related harm complaints

Requires coordination with multiple state agencies including the Virginia Information Technologies Agency, State Corporation Commission, Department of Social Services, and Virginia State Police

Mandates annual reports to the Joint Commission on Technology and Science by December 1, 2026, summarizing complaint activity, enforcement referrals, and legislative recommendations (limited to 8 pages)

Program sunsets on July 1, 2029, and does not create new regulatory authority over technology development or deployment
