Prohibits notaries public from using titles like "notario," "notario publico," or "licenciado" or foreign-language terms implying they can provide legal advice, unless licensed to practice law in Virginia

Increases civil penalties for violations from $500 to $2,500 for first offenses and from $1,000 to $5,000 for second or subsequent offenses

Authorizes the Attorney General to issue civil investigative demands when there is reasonable cause to believe a person has violated or is about to violate these advertising restrictions

Allows the Attorney General to seek injunctions, restitution, investigation expenses, and attorney fees in civil enforcement actions

Directs all penalty proceeds to the Legal Aid Services Fund established under § 17.1-278
