Repeals Virginia's existing prohibition on collective bargaining by public employees and establishes a comprehensive framework for public sector unionization across state and local government workers, including school board employees and public transportation workers

Creates the Public Employee Relations Board, a five-member body appointed by the Governor, to oversee union certification elections, resolve labor disputes, and administer collective bargaining processes statewide

Establishes the Virginia Home Care Council to serve as the employer of record for individual home care providers solely for collective bargaining purposes, while preserving participants' rights to hire, fire, and direct their own care providers

Maintains the prohibition on strikes by public employees, with workers who engage in concerted work stoppages deemed to have terminated their employment and barred from public employment for 12 months

Exempts certain categories from collective bargaining including elected officials, judicial employees, General Assembly staff, confidential employees, and instructors at public higher education institutions
