Prohibits any person from receiving compensation for preparing, presenting, advising, or assisting individuals with veterans' benefits matters before the U.S. Department of Veterans Affairs, Department of Defense, or Virginia Department of Veterans Services, except as permitted under federal law.

Bans receiving compensation for referring individuals to others who provide veterans' benefits assistance services.

Exempts attorneys licensed to practice law in any U.S. state, territory, or the District of Columbia from these prohibitions.

Adds violations of the new Veterans' Services Protection Act to the list of prohibited practices under Virginia's Consumer Protection Act (§ 59.1-200), making violators subject to all enforcement provisions and penalties under that act.
