Expands eligibility for the Virginia Law Officers' Retirement System (VaLORS) to include full-time salaried emergency dispatchers working for public safety answering points, the Department of State Police, and the Capitol Police Force

Adds dispatchers employed by campus police, conservation police, ABC special agents, Marine Resources Commission, correctional facilities, parole offices, and Department of Conservation and Recreation to VaLORS coverage

Enhanced retirement benefits under VaLORS include a normal retirement date at age 60, compared to the standard Virginia Retirement System retirement age

Provisions become effective July 1, 2027, with enhanced benefits applying only to service earned on or after that date

Amends § 51.1-212 of the Code of Virginia to redefine "employee" under the retirement system
