Transportation network companies (TNCs) like Uber and Lyft must submit confidential annual reports to the Commissioner containing aggregate data on average fares collected, total time driven while transporting passengers, and total TNC partner earnings in Virginia.

TNCs must provide drivers with clear disclosure of deactivation policies, including specific definitions of violations and "serious misconduct," appeals procedures, and the ability to communicate with a company representative during the appeals process.

Deactivated drivers must receive remaining account funds within five business days, and drivers cleared of policy violations must be reactivated within 72 hours.

TNCs must provide drivers with weekly summaries showing total fares collected, total earnings, and the percentage of fares earned by the driver.

Within 24 hours of completing a ride, drivers must receive itemized receipts showing the total passenger payment, all fees applied, the driver's portion, and any tip amount, with this provision taking effect January 1, 2027.
