Requires transportation network companies (TNCs) to conduct national criminal background checks on drivers annually instead of every two years, including searches for pending criminal charges and protective order violations.

Prohibits TNC drivers from operating if convicted of assault and battery of a family member within seven years or violating a protective order within seven years.

Mandates TNCs provide riders the option to opt in to audio recording of rides and drivers the option for audio and video recording.

Requires TNCs to verify driver identity through the digital platform prior to account activation and periodically thereafter, prohibiting drivers from using another person's account or creating fake accounts.

Establishes civil penalties for violations: up to $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offenses, with provisions not taking effect unless reenacted by the 2027 General Assembly session.
