Requires Virginia school boards to develop, implement, and publicly post language access plans ensuring meaningful communication with limited English proficient (LEP) parents at no cost to parents

Mandates translation of vital documents (enrollment forms, disciplinary notices, IEP documents, report cards) into the most commonly spoken languages among LEP parents in each school division

Requires school boards to identify LEP parents at enrollment, maintain records of their language preferences, and provide oral interpretation or written translation services for all school communications and meetings

Obligates school boards to train relevant employees on LEP parent requirements and prohibits reliance on students, family members, or untrained staff for interpretation services

Provisions take effect July 1, 2027, with the Department of Education required to provide guidance and model policies by September 1, 2026, and to designate staff for technical assistance by the 2027-2028 school year
