Creates a new licensure by endorsement pathway for licensed substance abuse treatment practitioners in Virginia under Code § 54.1-3507.01

Requires applicants to have held certification as a certified substance abuse counselor for at least 10 years with active practice and no disciplinary history

Mandates completion of at least five years of documented supervised experience under a professional counselor or licensed substance abuse treatment practitioner

Requires a master's degree from an accredited institution in mental health counseling, substance abuse counseling, or an equivalent counseling-related field approved by the Board

Applicants must hold the Master Addiction Counselor credential from NAADAC, obtained either through examination or an approved grandfathering process
