Expands the definition of "commercial motor vehicle" in Virginia Code § 46.2-341.4 to include vehicles with a gross combination weight or gross combination weight rating of 26,001 or more pounds when towing a vehicle with either a gross vehicle weight or gross vehicle weight rating exceeding 10,000 pounds, whichever is greater.

Adds "gross vehicle weight" as an alternative measurement alongside "gross vehicle weight rating" when determining whether a towed vehicle meets the 10,000-pound threshold for commercial motor vehicle classification.

Clarifies that the greater of actual gross vehicle weight or gross vehicle weight rating should be used when evaluating towed vehicles under the commercial motor vehicle definition.

Affects commercial driver's license requirements, as drivers operating vehicles meeting these expanded criteria must hold appropriate CDL credentials.
