Requires each school board to develop and implement a divisionwide plan for the care of students diagnosed with diabetes, effective beginning with the 2028-2029 school year

Permits students with diabetes to carry and use cell phones or smart devices to monitor glucose levels, communicate with parents, and contact healthcare providers about diabetes management

Authorizes trained unlicensed school employees to assist with insulin administration, glucagon administration, and insulin pump insertion/reinsertion, with immunity from civil liability for ordinary negligence

Mandates schools with diabetic students maintain minimum staffing of trained employees: at least two in buildings with 10+ staff, or at least one in smaller buildings

Requires the Department of Education to conduct a comprehensive review of the "Diabetes Management in Schools: Manual for Unlicensed Personnel" by January 1, 2028, with biennial reviews thereafter
