Amends Virginia Code § 37.2-400 governing the rights of individuals receiving services in hospitals, training centers, and other facilities operated, funded, or licensed by the Department of Behavioral Health and Developmental Services

Authorizes state facilities operated by the Department to process letter mail for electronic delivery in accordance with approved policies and procedures and applicable human rights regulations

Maintains the existing right of individuals to send and receive sealed letter mail while permitting the new electronic delivery processing option

Prohibits review of mail contents except as otherwise permitted under human rights regulations, preserving privacy protections for individuals receiving services
