Requires Virginia public institutions of higher education to provide reasonable accommodations for students' religious beliefs and practices regarding admissions, class attendance, and scheduling of examinations and work assignments

Defines "reasonable accommodations" as changes that allow students to exercise religious beliefs without fundamentally altering educational requirements or placing undue hardship on the institution

Mandates institutions publish a grievance procedure in both student and faculty handbooks for students who believe they have been unreasonably denied religious accommodations

Adds new section 23.1-401.4 to the Code of Virginia governing public higher education institutions
