Extends the agricultural use exemption from clutter removal ordinances to localities in Planning District 19 (Northern Neck region of Virginia), exempting land zoned for agricultural use unless it is one acre or less and used for residential purposes

Adds Planning District 19 to the existing exemption for grass and weed cutting ordinances, joining Planning Districts 6 and 22, which already have this agricultural land exemption

Localities may still require property owners to remove trash, garbage, refuse, and other hazardous substances, with costs chargeable to property owners if the locality performs the removal

Civil penalties for violations remain capped at $50 for first offenses and $200 for subsequent violations, with a maximum of $3,000 annually for residential properties or $6,000 for commercial/industrial properties
