Adds a fourth "below basic" performance level to History and Social Science assessments and high school end-of-course tests starting in the 2026–2027 school year, with Science assessments for grades 5 and 8 delayed to the same timeline

Prohibits middle school students from taking high school world geography, world history I, or earth science courses and their associated end-of-course assessments

Lowers the minimum grade required to earn 0.5 points in JROTC or equivalent leadership courses from a "B" to a "C" under the 3E Readiness Framework

Eliminates the provision that automatically reduces a school's performance category by one level when federally identified for "targeted support and improvement," and ensures parental refusal of Standards of Learning assessments does not impact mastery index calculations except for federal participation rate requirements

Requires the Department of Education to submit necessary amendments to its federal consolidated state plan by September 1, 2026, and to provide schools and families with guidance materials on the vertical scaled scores and growth model methodology
