Amends the definition of "fictive kin" in Virginia Code sections 16.1-228 and 63.2-100 to require that the relationship between the fictive kin and the child or the child's family existed prior to the child's initial entry into foster care.

Fictive kin are defined as persons not related to a child by blood or adoption but who have an established relationship with the child or the child's family.

The change applies to both the Juvenile and Domestic Relations District Court Law (Title 16.1) and the Social Services title (Title 63.2).

Fictive kin relationships are relevant for foster care placements, kinship guardianship assistance programs, and qualified residential treatment program requirements involving family outreach and contact.
