Establishes the Regional Care Compacts Pilot Program allowing hospitals, nursing homes, certified nursing facilities, and home care organizations to form voluntary regional alliances focused on certified nurse aide (CNA) and licensed practical nurse (LPN) workforce development

Requires the Department of Health to designate 3-5 pilot regions, prioritizing areas with high CNA/LPN vacancy rates, documented shortages in long-term or home care, or disproportionate impacts from federal funding reductions

Authorizes compacts to develop joint training programs, pool resources, partner with educational institutions, establish shared recruitment and retention goals, and share workforce data in compliance with HIPAA and state privacy laws

Prohibits compacts from exercising regulatory authority, setting compensation or employment terms, or engaging in conduct that violates antitrust laws

Requires each compact to submit annual reports on workforce activities and trainee numbers, with the Department providing a consolidated report to the Governor and General Assembly by December 1 each year
