Directs the State Health Commissioner to have the State Health Services Plan Task Force develop recommendations for designating areas of Virginia with identifiable need for additional health care projects, considering geographic, socioeconomic, cultural, and transportation barriers to access

Task Force must develop criteria for determining when expedited review should apply to projects in designated high-need areas

Recommendations due to the Senate Committee on Education and Health by October 1, 2026

Board of Health must update regulations implementing expedited application and review processes for certain certificate of public need projects by January 1, 2027
