Requires local school divisions to conduct industry-recognized inspections of HVAC systems in all public school buildings at least once every four years, with results made publicly available on school board websites

Expands the list of qualified inspectors to include mechanical engineers certified by the Associated Air Balance Council, National Environmental Balancing Bureau, or Testing, Adjusting and Balancing Bureau

Adds new mandatory testing requirements including radon levels, particulate matter (PM2.5 and PM10), carbon monoxide in combustion-affected areas, and moisture incursion detection

Requires testing for mold and fungi when observable growth or water incursion is detected, plus reporting of pest, rodent, and vermin intrusions

Mandates carbon dioxide monitoring through data loggers during occupied instruction time if no functional CO2 sensor exists in a room; becomes effective July 1, 2027
